43. IGA WITH THE TOWN OF QUEEN CREEK FOR IMPROVEMENTS TO RIGGS ROAD, ELLSWORTH ROAD TO HAWES ROAD Approve the Intergovernmental Agreement between Maricopa County (County) and the Town of Queen Creek (Queen Creek) for the improvements, operation, maintenance and annexation of Riggs Road, Ellsworth Road to Hawes Road, County Arterials (ARTS) Project, Sub-Project T375; and the operation, maintenance and annexation of the Riggs Road Bridge over Sonoqui Wash, Bridge Preservation (BRIG) Project, Sub-Project T254. The primary purposes of this Agreement are to: 1) transfer operation and maintenance responsibilities from the County to Queen Creek for Riggs Road from Ellsworth Road to Hawes Road and the Riggs Road Bridge over Sonoqui Wash; and 2) provide for Queen Creek to proceed with future annexation of the roadway and bridge. The County is the lead agency for the Project and is responsible for all costs associated with the Project, which are estimated at $7.8 million over a period of three years. Queen Creek shall issue no-cost permits to the County to work within any incorporated limits of the Project and will provide the necessary right-of-way at no cost to the County for the purpose of adding right turn lanes to the Horseshoe Park and Equestrian Center entrance. Five years after the final inspection and acceptance of the Project, Queen Creek will annex the unincorporated portions of Riggs Road within the limits of the Project including the Riggs Road Bridge over Sonoqui Wash. 85. AMENDMENT TO IGA WITH TOWN OF QUEEN CREEK FOR IMPROVEMENTS TO RIGGS ROAD FROM ELLSWORTH ROAD TO HAWES ROAD Approve the First Amendment to the Intergovernmental Agreement (C-64-12-006-M-00) between Maricopa County and the Town of Queen Creek for the improvements, operation, maintenance and annexation of the Project and the operation, maintenance and annexation of the Riggs Road Bridge. The purpose of this First Amendment is to amend the 2012 Intergovernmental Agreement (IGA) to revise the responsibilities of the County and Queen Creek for the project, including the expected timeframe in which the Town will annex the Project limits and the installation of intelligent transportation system (ITS) infrastructure for a future traffic signal at the intersection of Riggs Road and Hawes Road. Funds are budgeted in FY2017, Transportation Department (D640) Transportation Capital Project Fund (234) for Capacity Improvements (CAPY) Project, Sub-project TT0375. The Town will be financially responsible for the ITS infrastructure cost which estimated to be $51,000. The County will invoice the Town for their estimated cost share at the start of construction.
