29. IGA WITH THE CITY OF MESA FOR IMPROVEMENTS TO SOUTHERN AVENUE FROM CRISMON ROAD TO SIGNAL BUTTE ROAD Approve the Intergovernmental Agreement between Maricopa County (County) and the City of Mesa (Mesa) for the improvements to Southern Avenue from Crismon Road to Signal Butte Road, County Arterials (ARTS) Project, Sub-Project T386. The County’s cost share responsibility is $400,000. Funds are budgeted in the Transportation Department (640) Transportation Capital Projects Fund (234) County Arterials (ARTS) Project bin. Southern Avenue from Crismon Road to 275 feet west of Cheshire Road is owned, operated and maintained by the County. There is an approximately 700 feet long section (0.13 miles) of unfinished roadway within the County Right-of-Way which lies across the frontage of a detention basin. The unfinished roadway requires improvements. Improvements to the unfinished roadway will consist of subgrade preparation, furnishing and placing of asphalt pavement, driveway, curb & gutter, sidewalks, decomposed granite, street lights, signing and striping, and incidentals. The Project is being designed and built to Mesa’s standards. The completed configuration of the unfinished roadway will match the existing roadway at both ends with two eastbound lanes, one left turn lane, three westbound lanes and bike lanes. Mesa will annex the Project area upon completion of the improvements. The County’s estimated total cost of the project is $400,000. The County is the lead agency and is responsible for all costs of the Project Supervisory District No. 2 (C-64-13-037-M-00)
