31. CONTRACT WITH QUEEN CREEK IRRIGATION DISTRICT Approve and authorize the Chairman of the Board to execute the contract between Maricopa County (County) and Queen Creek Irrigation District (QCID) to relocate QCID’s facilities within the project limits of Riggs Road, from Hawes Road to Ellsworth Road. The cost of the completed work is estimated to be $1,218,971.47. Funds are available in Transportation (640) Transportation Capital Projects Fund (234), County Arterials (ARTS) Project, Sub-Project T375. The purpose of this relocation effort is to move QCID facilities out from under roadway improvements occurring on Riggs Rd. between Ellsworth Rd. and Hawes Rd. and to relocate QCID facilities located in the intersection of Hawes Rd. and Riggs Rd. This project requires QCID to relocate approximately 3500’ of 48” reinforced concrete pipe as well as the road crossing and siphon structure at the intersection. This project is necessary because Riggs Rd. will be a major traffic artery in the community. This will be part of building Riggs Rd to a five lane section from Ellsworth Rd. to Power Rd. QCID also is a major irrigation water provider in the local community and helping them relocate their facility so as to provide the best service to the area allows the area to continue to grow and develop.
