21. IGA WITH THE CITY OF PEORIA FOR THE EXCHANGE OF SERVICES (ENTENTE) Approve the Intergovernmental Agreement (IGA) between Maricopa County (County) and the City of Peoria (City) for the exchange of services (Entente). This Agreement shall become effective as of the date it is approved by the Maricopa County Board of Supervisors and remain in full force and effect for five (5) years. Any Party may terminate this Agreement upon furnishing the other Party with a written notice at least thirty (30) days prior to the effective termination date. Approval of this agenda item would renew the Entente Agreement with the City of Peoria. The purpose of the Entente Agreement is to address regularly scheduled or emergency maintenance projects of mutual benefit in both jurisdictions. The parties desire to implement a cooperative highway maintenance program whereby routine or emergency highway maintenance will be performed more efficiently (the Entente Program). The Entente Program is designed to look beyond geographical or jurisdictional boundaries and instead focus on the task at hand and availability of resources. The maximum dollar amount that may be exchanged under the Entente Program, per fiscal year, is $200,000. For each project that the Entente Agreement addresses, the County Transportation Director and City Manager shall enter into a Letter of Agreement (LOA) to memorialize the collaboration. If no services are exchanged, there is no financial impact. An accounting mechanism will be utilized to track each LOA, as applicable, to identify specific tasks and services and to ensure the exchange of these services are of similar value. This agreement is necessary because it provides a means of completing routine or emergency highway maintenance more efficiently and cost-effectively for the County and the City.
