70. JOINT PROJECT AGREEMENT BETWEEN MARICOPA COUNTY AND THE STATE OF ARIZONA FOR THE BELL ROAD ADAPTIVE SIGNAL CONTROL TECHNOLOGY DEPLOYMENT PROJECT Approve the joint project agreement (JPA) between Maricopa County (the “County”) and the State of Arizona, acting by and through its Department of Transportation (the “State”) for the Bell Road Adaptive Signal Control Technology (ASCT) Deployment project. The County’s estimated cost is comprised of seven signals at $17,955, which includes three County signals and four State signals and may also include a portion of additional local match funding currently estimated at $6,555, for a total County cost of $24,510. Funds will be budgeted in Transportation Department (640) Transportation Capital Project Fund (234) Intelligent Transportation Systems (INTL), Sub-project Number T447. The project is anticipated to begin construction in FY 2016. The County is the lead agency for this project. The project is part of an ongoing joint effort by the County, the Arizona Department of Transportation and the Cities of Glendale (C-64-14-113-M-00), Peoria (C-64-14-130-M-00), Phoenix (C-64-14-155-M-00), Scottsdale (C-64-14-131-M-00) and Surprise (C-64-14-129-M-00) to provide for the efficient management of traffic on Bell Road and Frank Lloyd Wright Boulevard in Maricopa County. The Project consists of the installation of adaptive traffic signal control technology at 52 signalized intersections in four distinct areas along Bell Road and Frank Lloyd Wright Boulevard. This agreement is applicable to seven (7) locations along the Bell Road corridor. The terms of the agreement are effective as of State Attorney General’s Office approval and shall remain in full force and effect until all stipulations have been satisfied, except that it may be amended upon written agreement by all parties. Funding for this project includes federally mandated local matches. The estimated total construction cost is $2,455,000 with federal funds of $2,315,065 and a local match of $139,935. The local match will be prorated between the Cities an d the County under separate intergovernmental agreements. The County’s estimated total cost share responsibility is $24,510, which includes three (3) County signals and four (4) State signals. Separate agreements with each agency for their share of the local match have already been prepared and approved. In lieu of the State’s financial contribution of local match towards the four State signals, the State will provide the in-kind contribution of replacing two existing traffic signal controllers at I-17/Bell Road Interchange with a single upgraded controller.
