69. MASTER IGA FOR TRAFFIC MANAGEMENT AND OPERATIONS Approve the master joint project agreement (JPA) between Maricopa County (the “County”) and the State of Arizona, acting by and through its Department of Transportation (the “State”) for traffic management and operations. The Agreement will not exceed ten (10) years unless extended through appropriate actions by the County and the State. The purpose of this Agreement is to identify and define both parties’ respective roles to jointly develop projects in a collaborative effort which will support the establishment a regionally integrated traveler information system and expand the transportation management system for the metropolitan area. The Agreement provides the opportunity to mutually develop joint Intelligent Transportation Systems (ITS) Projects. These projects may be proposed by either party and will become effective as an addendum to this Agreement upon mutual approval by both parties. The application of the Agreement will benefit areas in the County and the State as part of regional systems integration, infrastructure and systems, incident and congestion management and integrated corridor management. Individual tasks performed by either party will be executed upon the completion of an Addendum approved and signed by the Department of Transportation Director and the Senior Deputy State Engineer or their designee. The terms of the agreement are effective as of the State Attorney General’s Office approval and shall remain in full force and effect until all stipulations have been satisfied, except that it may be amended upon written agreement by all parties. Either party may terminate this Agreement at any time prior to the end of its duration by furnishing the other party with a thirty (30) day written notice. Supervisory Districts No. 1, 2, 3, 4, and 5 (C-64-15-049-M-00)

62. FUNDS FROM ARIZONA DEPARTMENT OF TRANSPORTATION FOR THE COMMERCIAL VEHICLE INFORMATION SYSTEMS & NETWORKS WORK ZONE NOTIFICATION SYSTEM Authorize the Maricopa County Department of Transportation (MCDOT) to accept and pass through $337,298 (or a higher amount if awarded) in Federal Motor Carrier Safety Administration (FMCSA) funding received from the Arizona Department of Transportation (ADOT) for development and demonstration of the Commercial Vehicle Information Systems & Networks (CVISN) Work Zone Notification System. This project is in partnership with the ADOT and the University of Arizona (UofA). The total estimated project cost is $675,098 which includes federal funds of $337,298 and $337,800 in local matching funds to be shared between ADOT $189,425 and MCDOT $148,375. Funds for MCDOT’s portion of the match contributions are programmed in the Transportation Operations (232) and Transportation Improvement Program Projects, including Transportation System Management (TMAN), subproject TT0345 MC 85: 95th Ave to 75th Ave and subproject TT0511 MC 85: 107th Ave to 95th Ave. This CVISN project will allow MCDOT to partner with the UofA and ADOT to develop and demonstrate a work zone (or incident) warning and alert system using connected vehicle technologies. MCDOT will host one of the demonstrations of this technology on the MC85 arterial corridor. The design and development will begin in FY2017, and the field demonstrations (and project completion) will end in FY2019. MCDOT’s FY2017 indirect cost rate is 10.8%. The grant does not allow for indirect cost recovery. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. The approval of this requested action does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. Section 42-17105. ADOT will be the lead agency and will pass through the federal funds upon submittal of MCDOT progress reimbursement requests, via an executed Addendum as required by an existing Intergovernmental Agreement (C-64-15-049-M-00) between these two agencies. MCDOT will incur costs by reimbursing UofA for design and development work on this CVISN project, in addition to its share of the required match. This action impacts Supervisory Districts No. 4 and 5 (C-64-17-072-M-00)
