55. IGA WITH THE CITY OF SCOTTSDALE FOR EMERGENCY TRAFFIC MANAGEMENT MUTUAL AID Approve the Intergovernmental Agreement between Maricopa County and City of Scottsdale for Emergency Traffic Management Mutual Aid. Under this agreement, the County will reimburse the City of Scottsdale for procurement of three equipped REACT vehicles and define the responsibilities and operations of a City-operated program under a federal grant. The total project cost is $200,000. The City will procure the equipped vehicles and equipment after the approval of both Parties. The County shall invoice the federally funded program and be reimbursed for the $200,000. The Regional Emergency Action Coordinating Team (REACT) is a highly specialized arterial incident response program that provides emergency traffic management. The purpose of this Agreement is to commence phase II of program with the City of Scottsdale. The City will seek reimbursement of three equipped REACT vehicles and operate a City owned REACT program. On January 23, 2013, the Board of Supervisors approved an agreement to allow the County to administer and utilize the Project funds to provide REACT services in the City. This allowed the City the opportunity to obtain additional information regarding the operational and financial commitments required to establish a City operated REACT program. The City has determined they would like to operate their own city REACT program. This agreement will allow them to procure three equipped REACT vehicles and operate a City REACT program beginning October 1, 2015. As a part of the Project funds, the City has provided an in-kind contribution for $96,600 for the development of incident management signal timing plans for the County REACT members. This Agreement shall become effective as of the approval dates by the Maricopa County Board of Supervisors and the Scottsdale City Council and shall remain in full force and effect until June 30, 2020.
