68. IGA WITH FORT MCDOWELL YAVAPAI NATION FOR IMPROVEMENTS TO FORT MCDOWELL ROAD FROM MOJAVE ROAD TO YAVAPAI ROAD Approve the Intergovernmental Agreement (IGA) between Maricopa County, acting through the Maricopa County Department of Transportation (County) and Fort McDowell Yavapai Nation (Nation) for improvements to Fort McDowell Road from Mojave Road to Yavapai Road. The improvements will include the construction of a left turn lane from northbound Fort McDowell Road to westbound Hillside Road; the installation of street lighting; and the reduction of curvature to provide better visibility (“Project”). This segment of Fort McDowell Road is currently under the jurisdiction of Maricopa County. The Nation submitted the Project to the Transportation Advisory Board for consideration of Special Project Funds (SPF) in July 2014. On September 16, 2014, the Transportation Advisory Board recommended that the Board of Supervisors fund the Project from fiscal year 2015 SPF for a maximum amount of $988,479. Funds are budgeted through the Transportation Department (640) Transportation Capital Projects Fund (234) Partnership Support (PSUP) Project, Sub-Project T003. The term of the agreement is effective as of Board of Supervisors approval, and shall remain in full force and effect until all stipulations have been satisfied except that it may be amended upon written agreement by all parties. The SPF provides for an annual budget of up to $1,500,000 for transportation projects that arise during a fiscal year and address an immediate need that cannot or should not wait for the regular, annual Transportation Improvement Program (TIP) process. SPF projects present a timely opportunity that could be missed if pursued under the regular TIP process. SPF project applications are presented to the Transportation Advisory Board for consideration each fiscal year. The Board of Supervisors, by Resolution in May 2002, approved the creation of the Transportation Advisory Board Special Project Fund in the amount of $1,000,000 per fiscal year. The Board of Supervisors increased the SPF to $1,500,000 by Amendment Resolution 02-05A in June 2007. Supervisory District No. 2 (C-64-15-093-M-00)
