61. IGA WITH TOWN OF QUEEN CREEK FOR IMPROVEMENTS TO THE RITTENHOUSE ROAD STRUCTURE OVER THE QUEEN CREEK WASH Approve the Intergovernmental Agreement between Maricopa County and the Town of Queen Creek for the improvements to the Rittenhouse Road Structure over the Queen Creek Wash. Under the Intergovernmental Agreement, the agencies will coordinate the improvements, which include the replacement of the structure with a reinforced concrete box culvert, the widening of the north and south approaches to four lanes, curbing, bike lanes and sidewalks. The estimated total cost for the project is $2,770,000. The County’s estimated cost share contribution is $2,446,400.The Town’s estimated cost share contribution is $323,600, which includes $50,000 in requested enhancements for the structure and $80,000 for right-of-way; which is at no-cost to the County and not reflected in the Financial Impact Summary. The County will lead the project and the Town of Queen Creek will begin the annexation of the unincorporated areas within six (6) months upon substantial completion of construction. The Town of Queen Creek will be responsible for the maintenance and operations of the structure and improvements when the project is complete. The terms of the agreement are in effect as of Board of Supervisors approval and shall remain in full force and effect until all stipulations have been satisfied, except that it may be amended upon written agreement by both parties.
