74. CHANGE IN TRAFFIC CONTROLS ON JOY RANCH ROAD Approve a change in traffic controls (Speed Limits) on unincorporated right-of-way at the following locations: A 45 MPH SPEED LIMIT ZONE (from a 50 MPH SPEED LIMIT ZONE) on Joy Ranch Road from 19th Avenue to 7th Street. (This rescinds the 50 MPH speed limit zone dated August 14, 1989). A 45 MPH SPEED LIMIT ZONE (from a 50 MPH SPEED LIMIT ZONE) on Joy Ranch Road from 7th Street to 16th Street. (This rescinds the 50 MPH speed limit zone dated March 20, 1989). A 45 MPH SPEED LIMIT ZONE (from a 50 MPH SPEED LIMIT ZONE) on Joy Ranch Road from 16th Street to 24th Street. (This rescinds the 50 MPH speed limit zone dated January 8, 1990). This agenda item is the result of a request from the residents to lower the speed limit on Joy Ranch Road to match the other arterials in the New River and Desert Hills area.
