74. FEDERAL AID FUNDING REIMBURSEMENT FROM THE MARICOPA ASSOCIATION OF GOVERNMENTS TRANSPORTATION IMPROVEMENT PROGRAM Authorize the Maricopa County Department of Transportation (MCDOT) to apply for and accept $422,464 in federal-aid highway funding reimbursements (or a higher amount if approved by MAG), and expend the grant funds for the following anticipated Project awards: Intelligent Transportation System (ITS), Regional Archived Data System (RADS) Expansion and Enhancements. This project will allow MCDOT to enhance data exchange and agency coordination processes. RADS is an important data collection tool, allowing the utility of real time traffic data, that requires hardware updates and integration. The installation/construction will begin and end in FY2019. Total Estimated Installation = $122,590; Federal Funds = $122,590 Intelligent Transportation System (ITS), Traffic Management Center (TMC) Expansion. This project will upgrade equipment at the MCDOT TMC to better support regional Integrated Corridor Management goals of improved freeway/arterial coordination during incidents. This requires expanding and upgrading the TMC’s networking and video display equipment in the coming years. The installation/construction will begin and end in FY2018. Total Estimated Installation = $299,874; Federal Funds = $299,874 MCDOT’s FY2015 indirect cost rate is 10.1%. The total grant amount for TIP and other anticipated projects will be used for design and/or construction-related expenditures; therefore, they are not subject to indirect cost recovery. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. The approval of this requested action does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. Section 42-17105.
