42. IGA WITH CITY OF TOLLESON FOR IMPROVEMENTS TO MARICOPA COUNTY HIGHWAY 85 Approve an Intergovernmental Agreement between Maricopa County and City of Tolleson for the improvements to Maricopa County Highway 85 (MC85) from 107th Avenue to 75th Avenue. The purpose of this Agreement is to identify and define the roles and responsibilities of each Party with respect to the widening of Maricopa County Highway 85 (MC85) from 107th Avenue to 75th Avenue. The project is separated into two phases: Phase One is 95th Avenue to 75th Avenue (TT345); Phase Two is 107th Avenue to 95th Avenue (TT511). The project will consist of widening to a five-lane section with turn lanes, raised medians and traffic signals at the intersections, curb, gutter, bike lanes, sidewalks, street lighting, utility relocations and major cross-street improvements approximately one-quarter mile north and south of MC85. Improvements will also include drainage basins and railroad improvements at 107th Avenue. The estimated total project cost to complete Phase One of the Project (TT345) is $27.77 million. The estimated total project cost to complete Phase Two of the Project (TT511) is $19.21 million. The City of Tolleson’s financial contribution will consist of no-cost permits and the maintenance and operation of any retention basin or dry wells built on the northwest corner of 83rd Avenue and MC85. Construction of Phase One is planned to start in FY 2017 followed by Phase Two construction starting in FY 2018. Construction of both phases is planned to be completed in FY 2019. The terms of the agreement are in effect as of Board of Supervisors approval and shall remain in full force and effect until all stipulations have been satisfied, except that the agreement may be amended upon written agreement by both Parties.
