84. IGA WITH TOWN OF QUEEN CREEK FOR THE CONSTRUCTION OF RIGGS ROAD FROM ELLSWORTH ROAD Approve Intergovernmental Agreement between Maricopa County and the Town of Queen Creek for the construction of Riggs Road from Ellsworth Road to Meridian Road. Also, approve the creation of a second project number (TT0538) to track local expenditures and federal expenditures separately. The purpose of this Agreement is to identify and define the responsibilities of the County and Town for the Project, which include, but are not limited to, right-of-way acquisition, utility relocation, construction and construction management, and annexation of the roadway. Funds are budgeted in Transportation Department (640) Transportation Capital Project Fund (234) for County Arterials (ARTS) Project, Sub-project TT0251 and Sub-project TT0538. This Project has been divided into three separate Phases. Phase I is federally funded and being led by the County; Phases II and III are being locally funded and led by Queen Creek. The County and Queen Creek will equally share the estimated costs of Phase I and II, which is estimated at $20,285,000. The County’s estimated cost share contribution for Phases I and II is $10,142,500; Queen Creek’s estimated cost share contribution for Phases I and II is $10,142,500. Queen Creek shall be responsible for all costs associated with Phase III and is based on costs for the portions of the project located in Queen Creek and outside of Maricopa County. This Agreement shall become effective as of the date it is approved by the Maricopa County Board of Supervisors and the Queen Creek Town Council. Supervisory District No. 1 (C-64-16-158-M-00)
