67. BUDGET ADJUSTMENT FOR FISCAL YEAR 2016-2017 TRANSPORTATION IMPROVEMENT PROGRAM Approve the consolidation of the current twelve projects in the Department of Transportation (D640) FY2017-2021 five-year Transportation Improvement Program (Fund 234) into the five following projects: MAG ALCP Projects (ALCP) Capacity Enhancements (CAPY); Dust Mitigation (DMIT) System Preservation and Reconstruction (SPAR); and, Transportation System Management (TMAN). The new projects are more closely aligned with the County’s and the Department’s Strategic Plan and the requirements of Governmental Accounting Standards Board Statement No. 34. The realignment results in a clear picture of how much is being spent for capacity enhancements, system preservation, system management, the MAG Arterial Life Cycle Program, and dust mitigation. Also approve an amendment to the current FY2017-2021 five-year Transportation Improvement Program in the Department of Transportation (D640) Transportation Capital Projects Fund (234), Year 1 (FY2016-2017) by reallocating the capital expenditure budget as follows: Decrease MAG ALCP Projects (ALCP) by $3,097,943 for a new FY 2017 total of $23,096,696; Increase Capacity Enhancements (CAPY) by $21,001,500 for a new FY 2017 total of $21,001,500; Decrease Dust Mitigation (DMIT) by $862,887 for a new FY 2017 total of $5,381,000; Increase System Preservation and Reconstruction (SPAR) by $16,785,000 for a new FY 0217 total of $16,785,000; Increase Transportation System Management (TMAN) by $33,957,000 for a new FY 2017 total of $33,957,000; Decrease the County Arterials Projects (ARTS) by $23,305,233 for a new FY 2017 total of $0; Decrease the Bridge Preservation Projects (BRIG) by $90,000 for a new FY 2017 total of $0; Decrease the Intelligent Transportation Systems ITS Projects (INTL) by $4,067,000 for a new FY 2017 total of $0; Decrease the Pavement Preservation Projects (PAVE) by$11,384,319 for a new FY 2017 total of $0; Decrease the Partnership Support Projects (PSUP) by $2,045,000 for a new FY 2017 total of $0; Decrease the Right of Way Projects (RWAY) by $250,000 for a new FY 2017 total of $0; Decrease the Safety Projects (SAFE) by $18,585,000 for a new FY 2017 total of $0; Decrease the Traffic Improvements Projects (TIMP) for a new FY 2017 total of $0; These adjustments result in a net impact of zero and do not change the duly adopted budget total as approved by the Board of Supervisors. Supervisor Districts No. 1, 2, 3, 4, and 5 (C-64-17-046-M-00)

60. TRANSPORTATION PROJECT APPROPRIATION LEVEL CHANGE Allow the budget for the FY 2017 Transportation Improvement Program projects to be appropriated at the Fund level within the Transportation Capital Projects Fund (234) rather than at the fund and project level. On November 16, 2016, the Board of Supervisors approved revisions to the current FY 2017-2021 five-year Transportation Improvement Program to consolidate and better design projects within appropriation units. Expenditures that had previously been posted to the General Ledger before the budget adjustment was approved cannot be aligned after the fact to the revised appropriation units in the financial system. Therefore, the FY 2017 expenditure appropriation for Fund 234 needs to be budgeted at the fund level. (C-64-17-046-M-01)
