BID AND AWARD FOR CAPACITY ENHANCEMENTS PROJECT: RIGGS ROAD FROM ELLSWORTH ROAD TO CRIMSON ROAD Approve the solicitation of bids for the Maricopa County Department of Transportation’s Capacity Enhancements Project, Sub-project TT0251 Riggs Road from Ellsworth Road to Crismon Road, and approve the award of the contract to the lowest responsive bidder, provided that the lowest responsive bidder does not exceed the Engineer’s estimate by more than ten percent. Funds will be budgeted through the Transportation Department (640) Transportation Capital Projects fund. The purpose of this project is to improve Riggs Road from Ellsworth Road to Crismon Road to one through lanes in each direction with a continuous left turn lane in the middle.
