36. CHANGE ORDER TO CONTRACT WITH STANLEY CONSULTANTS, INC. Approve Change Order No. 10 for $252,395.61 with Stanley Consultants, Contract 2013-041 for additional design services for Northern Parkway (Dysart Road to 111th Avenue). Additional design services and extended design period are required due the updates made by the Northern Parkway executive committee and incorporates design changes which address concerns regarding drainage for an adjacent property. This project will provide a capacity enhancement to the Northern Parkway on the current Northern Ave alignment between Dysart Rd and 111th Ave. The project includes constructing a new bridge over the Agua Fria River. Continue the Northern Parkway from Dysart to 111th Ave. Concept is to build east and west bound frontage roads in this phase along with the Agua Fria River bridge, providing for a new all-weather river crossing and two-lanes each direction.
