IGA WITH CITY OF MESA FOR THE ANNEXATION OF ELLIOT ROAD FROM THE SANTAN FREEWAY AND IMPROVEMENTS TO ELLIOT ROAD FROM SOSSAMAN ROAD Approve the Intergovernmental Agreement between Maricopa County and City of Mesa for the annexation of Elliot Road from the Santan Freeway to Signal Butte and the improvements to Elliot Road from Sossaman Road to Signal Butte Road. Funds are budgeted in Transportation Department (640) Transportation Capital Project Fund (234) for Transportation System Management (TMAN) Project, Sub-project TT0577. The terms of the agreement are in effect as of Board of Supervisors approval and shall remain in full force and effect until all stipulations have been satisfied, except that the agreement may be amended upon written agreement by both Parties. The Project is identified in Maricopa Association of Governments Arterial Life Cycle Program. The City has programmed in their Capital Improvement Plan (CIP) Phase I which includes the installation of a waterline from Sossaman Road to Signal Butte Road and Phase II which will include road improvements on Elliot Road from Ellsworth Road to Signal Butte Road. Under this Intergovernmental Agreement, the City shall invoice the County $1,500,000 for the County's share of Phase II upon the issuance of a Notice to Proceed to the contractor for Phase II and completion of the annexation of Elliott Road, east of the Santan Freeway to Signal Butte Road. The City shall be financially responsible for the remaining Phase I and Phase II improvements of Elliot Road. The County shall refund the City the difference between the $268,600.94 previously paid for permit inspection fees for the installation of the waterline, and the revised permit inspection fees required for the waterline west of the Santan Freeway plan sheets upon completion of the annexation.
