36. BID AND AWARD FOR CONSTRUCTION OF ROADWAY WIDENING & STORM SEWER INSTALLATION ON OLIVE AVENUE - CITRUS ROAD TO COTTON LANE Approve the solicitation of bids for the Maricopa County Department of Transportation’s construction of roadway widening and storm sewer installation including removals, grading, retention basins, roadside channels, asphalt concrete paving, asphalt rubber overlay, aggregate base course, curb and gutter, sidewalk ramps, concrete scuppers, concrete catch basins, raised medians, concrete driveways, irrigation mainline and lateral piping, irrigation ditches, traffic signal, traffic signing, pavement marking, and traffic control. The work also consists of the removal of an existing at-grade railroad spur crossing Olive Avenue and improvements to an existing at-grade spur crossing along Cotton Lane. Award the contract to the lowest responsive bidder, provided that the lowest bidder does not exceed the Engineer’s estimate by more than ten percent. Funds will be budgeted through the Transportation Department (D640) Transportation Capital Projects fund (234) Traffic Management (TMAN) Project, Sub-Project TT0497. The proposed project will widen Olive Avenue between Citrus Road and Cotton Lane from two lanes to four travel lanes with a striped median. An existing railroad crossing on Olive Avenue will be removed and an existing railroad crossing on Cotton Lane will be improved. The project will also realign Olive Avenue to South to tie into a planned Traffic Interchange at SR303L. Supervisory District No. 4 (C-64-18-099-5-00)
