BID AND AWARD FOR ROADWAY CONSTRUCTION ON MC 85 FROM LIBERTY SCHOOL TO COTTON LANE Approve the solicitation of bids for the Maricopa County Department of Transportation’s Project County Transportation System Management (TMAN) Sub-project TT0548 MC 85 from Liberty School to Cotton Lane, and approve the award of the contract to the lowest responsive responsible bidder, provided that the lowest responsive responsible bidder does not exceed the Engineer’s estimate by more than ten percent. Funds will be budgeted through the Transportation Department (640) Transportation Capital Projects Fund (234) Transportation System Management (TMAN), Sub-Project TT0548. AMENDMENT TO BID AND AWARD FOR ROADWAY CONSTRUCTION ON MC 85 Amend the Bid Solicitation approval on April 25, 2018 (C-64-18-111-5-00) to approve the lowest responsive bidder for construction which exceeded the Engineer’s estimate by greater than 10 percent. The lowest responsive bidder exceeded the Engineer’s estimate by 11 percent. Per the original Board approval to construct: “Award the contract to the lowest responsive bidder, provided that the lowest bidder does not exceed the Engineer’s estimate by more than ten percent" (April 25, 2018, C-64-18-111-5-00). The Engineer’s estimate was $2,439,067. The low bid was $2,730,992, a difference of $291,925. County staff and consultants have reviewed the lowest bidder and have determined that the increase is due to regional cost increases to concrete, aggregates, asphalt, trucking expenses, and skilled labor costs. The purpose of this project is to construct passing lane, shoulder improvement, intersection improvements, guardrail installation, extend and upgrade signing and striping for the corridor.
