43. IGA WITH CITY OF CHANDLER FOR RIGHT-OF-WAY ASSISTANCE AND IMPROVEMENTS TO COOPER ROAD Approve the Intergovernmental Agreement between Maricopa County and the City of Chandler for Right-of-Way Assistance and Improvements to Cooper Road from Alamosa Drive to Riggs Road. Under this Intergovernmental Agreement, the Maricopa County (County) and City of Chandler (City) will widen Cooper Road to four lanes with raised landscape medians, curb, gutter, sidewalk, drainage improvements and install a traffic signal. The County will assist the City with two sub-projects: 1) acquiring right-of-way (sub-project TT0616) and 2) pay a portion of the design and construction (subproject TT0617) of Cooper Road. The County’s design and construction cost share contribution is $756,576. Funds will be budgeted in FY2019 Transportation Department (640) Transportation Capital Project Fund (234) Transportation System Management. The City will lead the project and be responsible for the remaining cost of the Project. The City will begin the annexation of the unincorporated areas upon execution of this Agreement. The City will be responsible for the maintenance and operations of Cooper Road from Alamosa Drive to Riggs Road when the project is complete. The terms of the agreement are in effect as of Board of Supervisors approval and shall remain in full force and effect until all stipulations have been satisfied, except that it may be amended upon written agreement by both parties.
