71. CONTRACT WITH CONSULTANT ENGINEERING, INC. FOR NORTHERN PARKWAY: DYSART ROAD TO 111TH AVENUE Approve the Consultant Services Contract No. 2017-044 with Consultant Engineering, Inc. in the amount not-too-exceed $5,150,218 for full service Construction Administrative Services for MCDOT Northern Parkway; Dysart to 111th Avenue, TT0347. This contract shall be effective for one thousand one hundred and twenty five (1,125) calendar days. The construction work on this project consists of 3.5 miles of new roadway construction on the new Northern Parkway alignment which coincides with the existing Northern Avenue alignment; intersection improvements at Dysart Road and at El Mirage Road; Storm management system including storm drain pipe, reinforced concrete box culverts, drainage basins and channels; signing and pavement markings; roadway lighting; traffic signals; retaining walls; bridge over the Agua Fria River, and landscaping. The construction is anticipated to last for thirty two (32) months including twenty (20) months construction and a twelve (12) month landscape establishment period. Services for this contract are for administration, management and inspection of this project. Inclusive in these services are providing a Senior Resident Engineer, staffing for Project Supervision, Inspection of progress and final work, Materials Sampling and Testing, construction surveying and staking, and other duties as described in the Scope of Work. The thirty seven (37) month length of this contract includes 2-months for pre-construction activities, 20-months construction, 12-months landscape establishment and 3-months for project closeout.
