49. BID AND AWARD FOR HIGH FRICTION SURFACE TREATMENT PILOT PROJECT Approve the solicitation of bids for the Maricopa County Department of Transportation’s Transportation System Management project. This is a pilot project to evaluate the effectiveness of the High Friction Surface Treatment (HFST). This application would be the first for MCDOT and also the first HFST performed in Arizona by either a State or County Department of Transportation. Award the contract to the lowest responsive responsible bidder, provided that the lowest responsive responsible bidder does not exceed the Engineer’s estimate by more than ten percent. Funds will be budgeted through the Transportation Department (D640) Transportation Capital Projects fund (234) Traffic System Management (TMAN) Project, Sub-Project TT0581. The project is located in two different areas: Location 1: Bush Highway from Milepost 31.75 to Milepost 32.6, (total of 0.85 mile) in Maricopa County, Section 28, Township 3 North, Range 8 East, and Location 2: Maricopa Road from New Milepost 16 to New Milepost 16.5 (total of 0.5 mile) in Maricopa County, Sections 7 and 18, Township 5 South, Range 2 West.
