88. IGA WITH GILA RIVER INDIAN COMMUNITY FOR IMPROVEMENTS TO HUNT HIGHWAY FROM DOBSON ROAD TO OLD PRICE Approve the Intergovernmental Agreement between Maricopa County and the Gila River Indian Community (GRIC) for improvements to Hunt Highway from Dobson Road to Old Price Road. Under the Intergovernmental Agreement, the agencies will coordinate the improvements, with the GRIC preparing the design and the County managing the construction. The GRIC will pay the total project costs. Approve the Department of Transportation to apply for, accept and expend one-time Proposition 202 grant funding from the GRIC in an amount to be determined that is sufficient to construct the project. No County funds will be expended on this project. The grant award will be non-recurring. There is no cash or in-kind contribution. This will be a grant for infrastructure construction in the approximate amount of $600,000. MCDOT’s indirect cost rate is 13.45%. Indirect costs are not applicable to Tribal Gaming Grants. There will be no future or ongoing contributions by the County. The grant award is not a specifically mandated function but provides dust mitigation and alternative transportation options for County residents. The Proposition 202 grant program is competitively bid and other eligible agencies may or may not bid on this grant award. Completion of this project will alleviate dust issues for County residents in Sun Lakes. Construction is contingent on receipt of Proposition 202 Grant funding. In the event the grant funding is not awarded the project will not be constructed and the project terminated. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. The approval of this requested action does not alter the budget constraining the expenditures of local revenues duly adopted by the Board pursuant to A.R.S. Section 42-17105. Supervisory District No. 1 (C-64-19-226-M-00)
