49. HIGHWAY SAFETY IMPROVEMENT PROGRAM: HIGH FRICTION SURFACE TREATMENT Authorize the Maricopa County Department of Transportation (MCDOT) to accept funding reimbursements as approved by Maricopa Association of Governments (MAG), and expend the grant funds for the Department of Transportation: Transportation System Management Project, sub-project TT0581 Highway Safety Improvement Program: High Friction Surface Treatment Pilot Project up to the total cost of the project. The grant awarded is a one-time award. The department has a match requirement of 5.7% of the federal contract. There are no future or ongoing contributions required after the grant period ends. The grant is a mandated function and provides a benefit to the citizens by installing high friction surface treatment in two locations. The grant award is a competitively bid and other eligible agencies may or may not bid on this grant award. The department will absorb the costs of the grant award totaling $26,866. The project will consist of installing high friction surface treatment in two locations: Bush Highway, MP 31.75-MP 32.6 & Maricopa Rd, MP 12-MP 12.5 Construction is planned for FY 2020. Estimated construction cost of the project is $471,336. MAG has authorized $444,470 in reimbursement funds which are available in FY 2020 with MCDOT’s local match portion at $26,866. MCDOT’s FY 2020 indirect cost rate is 13.45%. All costs under this agreement are for capital expenditures which are not subject to indirect cost recovery. Grant revenues are not local revenues for the purpose of the constitutional expenditure limitation, and therefore, expenditure of the funds is not prohibited by the budget law. This budget adjustment does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105. Supervisory District No. 2 and 5.
