62. COMPETITION IMPRACTICABLE WITH KIMLEY-HORN AND ASSOCIATES, INC. FOR MC 85 (BUCKEYE ROAD), 95TH AVENUE TO 87TH AVENUE Approve the finding of Competition Impracticable for the Maricopa County Department of Transportation’s design of roadway improvements for MC 85 (Buckeye Road), 95th Ave to 87th Ave, including drainage design, utilities relocation coordination, irrigation coordination, roadway improvements and post design services. Award the contract to Kimley-Horn, and Associates, for a sum not-to-exceed six hundred twenty six thousand eight hundred eighty one dollars ($626,881). Funds will be budgeted through the Transportation Department (640) Transportation Capital Projects Fund (234) Capacity (CAPY) Project, Sub-Project TT0651. Board of Supervisors approval is required for a finding of Competition Impracticable due to a fee greater than $100,000. Kimley Horn was the designer on the previous construction project, TT0345 MC 85 95th Ave to 75th Ave, which had to be halted at 87th Avenue due to issues with finalized land rights with the Bureau of Reclamation. This project will construct MC 85 (Buckeye Road) from 95th Ave to 87th Ave to provide two lanes each direction with bike lanes, sidewalks, raised median and intersection improvements at 91st Avenue, improving the street network, in partnership with the Cities of Phoenix and Tolleson. This project will continue the TT0345 effort with updated plans to reflect what was built, updated utility information, and ongoing developer and BOR coordination, continuing work which Kimley-Horn has provided for the project and is most familiar.
