87. BID AND AWARD FOR SUN CITY WEST CANAL CROSSINGS Approve the solicitation of bids for this Maricopa County Department of Transportation’s Transportation Improvement Program project. The purpose of the project is to design and construct 31 clear zone protection devices at drainage channel crossings. 60. AMENDMENT TO BID AND AWARD FOR SUN CITY WEST CANAL CROSSINGS Amendment to Agenda Item C-64-22-166-X-00 originally approved on February 9, 2022. Request approval of the low bid for construction which exceeds the Engineer’s estimate by greater than 10 percent. The low bid exceeds the Engineer’s estimate by 167 percent. Per the original BOS approval to construction (February 9, 2022): “Award the contract to the lowest, responsive, responsible bidder, provided that the lowest, responsive, responsible bidder did not exceed the Engineer’s estimate by more than 10 percent.” Two bids were received after advertised for construction and both bids were within 2 (two) percent of each other. County staff and consultants have conducted a bid analysis and have determined that the increase is due to materials cost escalations, fuel cost increases, competition from other projects, and labor shortages. The purpose of the project is to provide clear zone protection at 31 locations which consist of box culvert extensions, pipe culvert extensions, channel lining removal and replacement, curb & gutter and sidewalk improvements. This is a joint project with the Flood Control District (Agreement No. C-64-21-175-X-00). Flood Control staff have reviewed the bid results and concur with accepting the low bid.
