63. IGA BETWEEN MARICOPA COUNTY, STATE OF ARIZONA, THE CITY OF GLENDALE AND THOMPSON THRIFT FOR IMPROVEMENTS TO NORTHERN PARKWAY Approve the Intergovernmental Agreement between Maricopa County (County), Arizona Department of Transportation (ADOT), the City of Glendale (City) and Thompson Thrift (Developer). The County will design and construct capacity improvements along Northern Parkway, to include reconstructing the Loop 101 interchange; and the Loop 101 ramps to the mainline connection, widening the north and south legs of each intersection. As part of the County's Project for capacity improvements along the Northern Parkway, the Developer has requested the design and construction of a frontage road extending from the Southbound Loop 101 on-ramp within ADOT right of way to the Developer's property, as shown on Exhibits A and B of the Agreement. The Developer will be responsible for all costs associated with the design and construction of the Developer's Project, including but not limited to, construction engineering and administration (CE) and construction contingencies. Upon approval of this Agreement, the County will invoice the Developer for the costs associated with the Developer's Project, shown in Exhibits C-1 and C-2, estimated at $87,863. ADOT will maintain access control on the frontage road as shown in Exhibits A and B. The City and the Developer will maintain the area adjacent to the ramp as depicted in Exhibit A. The funds are budgeted in FY2025 Transportation Department (640) Transportation Capital Project Fund (234) Five Year Program in the Transportation System Management Project, sub-project TT0372. The terms of the agreement are in effect as of the Board of Supervisors’ approval and shall remain in full force and effect until all stipulations have been satisfied, except that it may be amended upon written agreement by all parties.
