57. PROJECT AGREEMENT WITH MARICOPA ASSOCIATION OF GOVERNMENTS (MAG) FOR DESIGN, UTILTIES, RIGHT-OF-WAY & CONSTRUCTION OF NORTHERN PARKWAY: AGUA FRIA TO 99TH AVENUE Approve the Project Agreement (No.22-ACI-NOR-20-03-C) between Maricopa County Department of Transportation (MCDOT) and Maricopa County and Maricopa Association of Governments (MAG) for the design, utilities, right-of-way and construction of Northern Parkway: Agua Fria to 99th Avenue. Approval of this request will authorize the acceptance and expenditure of the funds in the amount of $57,561,753.00. In November 2003, the Maricopa Association of Governments (MAG) approved a Regional Transportation Plan (RTP) consisting of highway and public transit projects, among other projects. Some of the projects are funded through a transportation excise tax, approved by the Maricopa County voters in November 2004. Other projects are funded with federal-aid highway funding, based on their eligibility. MAG is required by law to adopt a program that provides for life cycle management of the funding and programming of the Arterial Life Cycle Program (ALCP), as part of the RTP. This project is the continuation of the Northern Parkway corridor and is eligible for regional funding (Surface Transportation Program Funds) on a reimbursable basis. This portion of the project includes an arterial capacity improvement project on Northern Parkway from Agua Fria to 99th Avenue. The total reimbursement amount is eligible in fiscal years 2021, 2022, 2025 and 2026. This agreement identifies and defines the responsibilities of MCDOT and MAG for all phases of the project, including design, utilities, right-of-way, construction and financing of the project as established in the Alternative Life Cycle Program (ALCP) which allows for the reimbursement of the federal funds distributed through MAG for this portion of the Northern Parkway project.
