56. AMENDMENT TO THE BID AND AWARD FOR ROADWAY WIDENING PROJECT ON VULTURE MOUNTAIN RECREATION AREA ROADS Amendment to Agenda Item Id: 201854 C Number: C-64-22-301-X-00 originally approved on 8/18/2021. Request approval of the low bid for construction which exceeds the Engineer’s estimate by greater than 10 percent. The low bid exceeds the Engineer’s estimate by 36 percent. Per the original BOS approval to construction (August 18, 2021): “Award the contract to the lowest, responsive, responsible bidder, provided that the lowest, responsive, responsible bidder did not exceed the Engineer’s estimate by more than 10 percent.” County staff and consultants have reviewed the low bid and have determined that the increase is due to materials cost escalations, remote area for construction, competition from other projects, and labor shortages. This project of realignment and widening of Vulture Mine Road and constructing park roads will include roadway safety improvements and provide motor vehicle access to the proposed Vulture Mountain Recreation Area (VMRA) and includes grading, paving, two bridges, drainage facilities, utility infrastructure, guardrail, intermittent curb construction, traffic signing, and pavement marking. This is a joint project with the Parks Department. Any adjustments to the Parks portion of the project budget and funding associated with this change will be addressed in the FY2023 budget, prior to any other decisions related to the utilization of one-time funding.
