100. IGA WITH CITY OF GOODYEAR FOR THE COORDINATION OF ROADWAY STANDARDS RELATED TO PRIVATE DEVELOPMENTS Approve the Intergovernmental Agreement between Maricopa County and the City of Goodyear for the coordination of roadway standards related to private developments. Either Party may terminate this Agreement at any time prior to the expiration date by furnishing the other Party with a thirty (30) day written notice. The purpose of this Intergovernmental Agreement is to identify and define the Parties’ respective roles in the application of City standards on development-related roadways in County jurisdiction under certain circumstances. The need for this Agreement was identified by a task force of the Department of Transportation manager, other County departments, and private sector development interests to reduce regulation and streamline government processes. There are instances where a development site is in the City’s jurisdiction and adjacent roadways to be constructed by the developer, are in the County’s jurisdiction, and the City is planning to annex the development area and its roadways. In such cases, it may be reasonable to allow the roadways within the County jurisdiction to be designed and constructed to City standards. Each instance must be authorized by a Letter of Agreement approved and signed by the County Department of Transportation Director and the City Manager, or their designees.
