52. COMMUNITY SOLUTIONS FUNDING PROPOSAL - RIGGS ROAD Authorize the Community Solutions Funding Proposal request for the Riggs Road left-turning phase corridor project in the amount of $270,000 with an expected start date of November 15, 2023, and an expected completion date of December 15, 2023. The purpose of this project is to improve safety and mobility on Riggs Rd. between Old Price Rd. and SR 87 by providing signal upgrades so that all intersections have left-turn phasing on Riggs Rd. The intersections that currently do not have left-turn phasing are Dobson Rd., Glenburn Dr., and E.J. Robson Blvd. Work will consist of installing longer mast arms, signal poles, additional signal heads, new cameras, and adaptive signal control technology. Also, pursuant to A.R.S. 42-17106(B), authorize the following appropriation adjustments to the final FY 2024 budget: 1. Decrease the expenditure authority in the Non Departmental (D470) General Fund (100) Non Recurring (NRNP) budget in the line “Community Solutions Funding” (4711) by $270,000. 2. Increase the expenditure authority in the Non Departmental (D470) General Fund (100) Non Recurring (NRNP) budget in the line “D1 – Community Solutions Funding” (4761) by $270,000. These actions will have a net zero impact on the County-wide budget and do not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. 42-17105.
