108. COOPERATIVE AGREEMENT WITH THE FEDERAL HIGHWAY ADMINISTRATION FOR CVAZ - CONNECTED VEHICLE ACCELERATION PROJECT Approve the application and acceptance of a grant from US Department of Transportation in the amount of $19,655,242. The award period begins 10/1/24 and ends 9/30/2027. There is an in-kind match required of $7,797,560 (28%) during the award period. The grant award is one time. There are no ongoing cash contributions after the grant period end date. There are no mandatory contributions after the grant period ends however MCDOT has committed to the cost to maintain and operate the equipment estimated at $50,000 per year for the 3 years immediately following the award end date. The total of $150,000 for the 3-year duration will come from the MCDOT operating budget. The grant award is not a mandated function but provides a benefit to the citizens by improving travel times and safety. The grant award is competitively awarded. The department’s indirect rate for FY25 is 36.80%. However, all costs awarded are either for equipment purchases or consultant services so indirect costs are not applicable.
