105. ROAD FILE A0762 (Supervisorial District: 1) Set a hearing for July 15, 2026 for Road File A0762 to Open and Declare the following described alignment(s) into the County Road System. In accordance with A.R.S. 28-6701, 6702 and 6703, it is recommended by the Department of Transportation Director, that the Board of Supervisors Open and Declare the following described alignment(s) into the County Road System, Road File A0762. ROAD FILE A0762 Two roadways having a width consistent with the existing right-of-way and appurtenant rights, together with additional right-of-way and permanent and temporary easements to provide for construction, operation, and maintenance of the highway as designed and constructed by the City of Chandler road improvement project ST2301.201 Armstrong Way and Hamilton Street Improvements; the centerline of the highway is described to-wit: Armstrong Way: BEGINNING at the South sixteenth corner of Section 3, Township 2 South, Range 5 East, Gila and Salt River Meridian, Maricopa County, Arizona; THENCE NORTH 88°54'43" EAST along the southerly line of the Northwest quarter of the Southeast quarter a distance of 1323.23 feet to the Southeast sixteenth corner of said Section 3 and said point also being the POINT OF TERMINUS. Hamilton Street: COMMENCING at the South quarter corner of Section 3, Township 2 South, Range 5 East, Gila and Salt River Meridian, Maricopa County, Arizona; THENCE NORTH 00°23'58" WEST along the mid-section line of said Section 3 a distance of 754.21 feet to the northeasterly corner of City of Chandler Ordinance 4726 on file with the Maricopa County Recorder’s Office recorded as instrument 2017-0007340 and said point also being the POINT OF BEGINNING; THENCE continuing along the mid-section line of said Section 3, NORTH 00°23'58" WEST a distance of 974.05 feet to the southerly line of the Final Plat for AZ 202 Commerce Park on file with the Maricopa County Recorder’s Office recorded in Book 1367 Page 18 and said point being the POINT OF TERMINUS. The highways are known as Armstrong Way and Hamilton Street, lying in Supervisorial District 1. The beginning, ending, general course and direction of the highways are depicted in the attached Exhibit, pursuant to A.R.S. § 28-6701(B); and General Vicinity: Germann Road and McQueen Road. In addition, direct the Clerk of the Board to record the Board of Supervisors’ resolution with the County Recorder. Maricopa County and the City of Chandler have entered into an IGA for the Hamilton Street and Armstrong Way Improvements project whereby the Board has authorized the County to provide assistance to acquire right-of-way and permanent and temporary easements within unincorporated Maricopa County that the city was unable to purchase. The requested action is required to authorize use of Highway User Revenue Funds (HURF) to acquire right-of-way and easements for the City of Chandler Project ST2301.201 Armstrong Way and Hamilton Street Improvements. Upon project completion the City of Chandler will annex the right-of-way pursuant to A.R.S. 9-471(O). The transferred right-of-way will be treated as newly annexed territory. The County will assign the permanent easements to the City of Chandler. This project will provide half-street improvements to Armstrong Way and Hamilton Street in the industrial area bounded by Willis Road to the north, Germann Road to the south, McQueen Road to the east, and Hamilton Street to the west. Sections of these half streets have been completed by recent industrial developments within the City of Chandler, and the city wishes to complete vehicular access throughout this corridor to their current standard for collector streets. Specifically, this project will complete the south half street of Armstrong Way between Midway (APN 303-28-991) and the Chandler Municipal Utilities complex (APN 303-28-001H), and the west half street of Hamilton Street between the AZ 202 Commerce Park (APN 303-28-983) and Germann Road. The improvements include new asphalt pavement, curb, gutter, sidewalk, streetlights, retention basins, pavement marking/signage, and traffic signal and pedestrian improvements at the intersection of Germann Road and Hamilton Street. Anticipated Results: This action will authorize use of HURF funds to acquire right-of-way for the City of Chandler Project ST2301.201 Armstrong Way and Hamilton Street Improvements.
