L-5. ACCEPT LSTA GRANT FUNDS FROM THE ARIZONA STATE LIBRARY ARCHIVES AND PUBLIC RECORDS FOR ORANGEBOY, INC. Accept LSTA Grant Funds from the Arizona State Library Archives and Public Records in the amount of $65,000.00. These funds are to be used in a planning process using the services of OrangeBoy, Inc. These funds must be spent prior to August 3, 2012. The Department of Finance has calculated the Library District's composite administrative cost rate at 6.5%. The grant allows a 0% rate for administrative fees. Unrecoverable indirect cost is $4,225.00. Also, approve a revenue and expenditure appropriation adjustment to the Library District (650) Library District Grants (242) Non-Recurring Non-Project (0001) budget in the amount of $65,000.00 for FY 2011-2012. OrangeBoy, Inc. is a professional management consulting company that helps organizations collect, manage and interpret information to reach their business objectives. L-2. SOLE SOURCE CONTRACT WITH ORANGEBOY, INC. Pursuant to the LSTA Grant (C-65-12-004-M-00) stipulations, authorize approval of a Sole Source Contract with OrangeBoy, Inc. for the purchase of professional services as detailed in the grant award. The project is expected to take 18 weeks. The Sole Source is estimated at $65,000. OrangeBoy, Inc will be retained to conduct a three-phase process of customer/market analysis, research, cluster development, and prioritization and to transform the data into knowledge allowing staff to make informed decisions based on research. The Grant was awarded based on using the services of OrangeBoy, Inc. (C-65-12-004-M-01)
