H-1. GORMAN & COMPANY, INC. TO PROVIDE CO-DEVELOPER SERVICES Adopt Resolution No. 12-033 and authorize the Housing Authority of Maricopa County (HAMC) to select Gorman & Company, Inc. as co-developer for the purpose of developing affordable housing, at the HAMC’s sole election, one or more real estate sites to create, improve, preserve and expand affordable housing options within the HAMC’s area of operation. This is effective upon Board of Commissioners approval, and there are no expenditures associated with this item. HAMC intends to have mixed income developments which include a mix of rental units including family units and possibly, those that are specifically designated for the elderly. A co-developer is necessary for the HAMC to provide development funding and project and investor guarantees. There may be initial HAMC pre-development costs associated with projects prior to entering a Master Development Agreement (MDA), and Gorman & Company, Inc. has proposed to front pre-development costs in exchange for a 75% (Gorman) and 25% (HAMC) developer fee split.
