88. FY2024 BUDGET APPROPRIATION ADJUSTMENT Approve and direct the Maricopa County Stadium District (District) to remit to the Arizona Sports and Tourism Authority (Authority) all District-held Car Rental Surcharge Revenues in accordance with Section 4 of Amendment No. 1 to the Intergovernmental Agreement dated November 1, 2023 (C-68-04-001-2-01). The District-held Car Rental Surcharge Revenues are estimated at $5.4M. Authorize an increase in the expenditure authority in the Stadium District (D680) Cactus League Operations Fund (250) Non Recurring (NRNP) by $5,400,000. This action will adjust the District budget to reflect the disbursement of the District-held Car Rental Surcharge Revenues in accordance with Amendment No. 1 of the Agreement. District revenues are not local revenues for the purpose of the constitutional expenditure limitation and therefore expenditures of these revenues are not subject to the constitutional expenditure limitation. The approval of this action requested does not alter the budget constraining the expenditure of local revenues duly adopted by the Board pursuant to A.R.S. §42-17105.
