F-4. IGA WITH CITY OF MESA FOR MCDOWELL ROAD BASIN AND STORM DRAIN PROJECT Approve Intergovernmental Agreement (IGA) FCD 2006A008 between the Flood Control District of Maricopa County (District) and the City of Mesa (City) for the rights-of-way acquisition, utility relocation, construction, construction management, operation and maintenance of the McDowell Road Basin and Storm Drain Project, (#420). The Project is estimated to cost $6,700,000 for which the IGA provides for a District cost share of 65% (estimated to be $4,355,000) and a City cost share of 35% (estimated to be $2,345,000). The $367,000 of the projects cost were borne by the City of Mesa in Fiscal Year 2003-2004 for rights-of-way acquisition, making the remaining project cost to be expended $6,333,000. The Spook Hill Area Drainage Master Plan (ADMP) was adopted in 2002 by the Board of Directors of the District (Board) and the Mesa City Council as the recommended plan for addressing continued flooding in the watershed. The Board approved IGA FCD 2002A013 on June 4, 2003 (C-69-03-068-2-00) for the rights-of-way acquisition of the detention basins associated with the ADMP. The City has acquired a detention basin site at the southwest corner of McDowell Road and Sossaman Road . The Board also approved IGA FCD 2004A002 on November 3, 2004 (C-69-05-053-2-00) for cost-sharing the design of the Project with the City of Mesa . The Project includes construction of a detention basin near Sossaman Road and McDowell Road, and a storm drain that runs from the existing detention basin east of Hawes Road, west on McDowell Road to west of Sossaman Road, to an existing channel that directs stormwater into the Spook Hill Flood Retarding Structure. The project is designed for the 100-year level of protection. The Project is located in Supervisory District 2. (C-69-09-023-3-00)
