F-1. RESOLUTION AMENDMENT FOR THE EL RIO WATERCOURSE MASTER PLAN Adopt Resolution Amendment FCD 2006R001A for the El Rio Watercourse Master Plan (Project #126), authorizing the Chief Engineer and General Manager of the Flood Control District of Maricopa County (District) to include funds for Project implementation in the District’s current and future Five-Year Capital improvement Program; to advertise, select, negotiate, and award contracts for Project engineering and construction services; and to acquire Project rights-of-way. The District completed the El Rio Watercourse Master Plan in 2006, which identified flooding hazards along the Gila River from its confluence with the Agua Fria River to the SR85 Bridge and recommended solutions to mitigate those hazards. Conceptual plans for the Project include vegetation management, levees, channelization, interior drainage, wildlife habitat preservation and trails/multi-use, subject to revision during the engineering process. The conceptual cost estimate for the partial levee component of the Project is $70 million, and project implementation is expected to occur over a 15 to 25 year period. The District anticipates entering into agreements with one or more of the Cities of Buckeye, Goodyear, and Avondale and with Maricopa County for the Project.
