F-3. IGA FOR WATER RESOURCES INVESTIGATIONS WITH THE U.S. GEOLOGICAL SURVEY Approve Intergovernmental Agreement (IGA) FCD 2009A015, between the United States Geological Survey [Agreement #10W4AZ00300 (USGS)] and the Flood Control District of Maricopa County (District), for the period of October 1, 2009 to September 30, 2010, to continue collecting data on local watersheds. The total cost of the IGA is $277,940. The District costs under this Agreement will be $138,970, with the USGS contributing the remaining $138,970. Payments from the District are to be made quarterly. This Agreement will develop and evaluate long term flood histories on watercourses in Maricopa County, and provide information critical to the determination of the risk of flooding in these watercourses. The information generated by the USGS’s ongoing work is vital to the safety of Maricopa County residents, and to the continuing hydrologic studies performed by the District. This agenda item impacts Supervisory Districts 1, 2, 3, 4, and 5. (C-69-10-014-3-00)

F-9. AMENDMENT TO IGA WITH UNITED STATES GEOLOGICAL SURVEY FOR DATA COLLECTION ON WATERSHEDS Approve Amendment No. 1 to Intergovernmental Agreement (IGA) 2009A015A, Joint Funding Agreement 10W4AZ00300 between the United States Geological Survey (USGS) and the Flood Control District of Maricopa County (District) for Data Collection on Watersheds covering the period October 1, 2009 to September 30, 2010. This Amendment is to add a work task and approve additional costs. The total cost of the amended IGA is $537,940. The District costs under this amended Agreement will be an additional $240,000 for a total of $378,970, with the USGS contributing an additional $20,000 for a total of $158,970. Payments are to be made quarterly. This IGA Amendment is effective the date it is fully executed by all parties. The Board approved IGA FCD 2009A015 on September 16, 2009 (C-69-10-014-3-00). The Agreement is a continuation of the professional relationship and cooperative activity between the District and USGS. The USGS is the recognized authority for water resource data collection and analysis, which provides unbiased hydrologic data necessary for the District and the engineering community to design flood control and drainage structures. The information generated by the USGS's ongoing work is vital to the safety of Maricopa County This Amendment is for an additional cost to add a work task that includes: 1. Determine flood-frequency relations at gaged sites in watersheds that affect Maricopa County. 2. Develop methods for estimating flood-frequency relations at ungaged sites for rural natural-flow areas and urban areas. 3. Develop an automated program (StreamStats) to apply the methods for estimating flood-frequency relations at ungaged sites. This item impacts all Supervisor Districts 1, 2, 3, 4, and 5 (C-69-10-014-3-01)

F-5. IGA WITH U.S. GEOLOGICAL SURVEY FOR WATER RESOURCES INVESTIGATIONS Approve Intergovernmental Agreement (IGA) FCD2010A012, between the Flood Control District of Maricopa County (District) and the United States Geological Survey (USGS), covering the period October 1, 2010 to September 30, 2011, to continue collecting data on local watersheds. Also included in the agreement is an additional work assignment for the multi-year Regional Regression Analysis program. The District’s costs under this agreement for the basic data collection is $139,705 and the District’s costs for the Regional Regression analysis is $210,168 for a total District liability of $349,873, with the USGS contributing the remaining $139,705. The total cost of the IGA is $489,578. The USGS will be responsible for completion of all work items under this IGA. The purpose is 1) to develop and evaluate long term flood histories on watercourses in Maricopa County, 2) to provide information critical to the determination of the risk of flooding in these watercourses, and 3) to develop flood-frequency relations at gauged sites as well as estimations of flood-frequency at un-gauged locations. This Agenda impacts all Supervisory Districts. (C-69-11-018-3-00)
