F-6. CONTRACT WITH STANLEY CONSULTANTS, INC FOR HOHOKAM AREA DRAINAGE MASTER STUDY/PLAN Award Contract FCD 2009C029, Hohokam Area Drainage Master Study/Plan, to Stanley Consultants, Inc., for professional engineering services. The contract is separated into two Phases: Phase I, the Area Drainage Master Study (ADMS) will be for a lump sum of $555,736.66; and the Optional Phase II, the Area Drainage Master Plan (ADMP) for a lump sum of $587,695.58. The total contract amount shall not exceed $1,143,432.24. The performance period for Phase I, Optional Phase II and all other Optional Tasks will not exceed a total of nine hundred (900) calendar days. This was a qualification-based selection in accordance with Maricopa County Procurement Code, Article 5, Paragraph 504. The purpose of the Hohokam ADMS/P is to quantify the extent of drainage and flooding problems, sources, and hazards in the Hohokam area, and develop alternative solutions to mitigate the identified concerns. The Hohokam Study area is within the City of Phoenix (CITY) boundaries and is bounded by the I-10 freeway alignment to the east and north to the Salt River Crossing, the Salt River to the north, and South Mountain to the south, and the limits of the Laveen ADMS to the west. Arizona Revised Statutes Title 48, Chapter 21, requires the Board of Directors of the Flood Control District of Maricopa County (DISTRICT) to identify flood control problems and prepare plans which, when implemented, will eliminate or minimize flooding problems. The ADMS Phase will characterize drainage, flooding sources and flooding hazards including the identification of potential existing and future flood hazards in the Hohokam study area. This phase of the scope of work includes, but is not limited to, hydrologic analysis FLO-2D models, hydraulics analysis to determine effectiveness of existing drainage infrastructure, identification of drainage problems, minor surveying, quantification of flood hazards, public outreach, stakeholder coordination, preparation of a Landscape Inventory and Analysis for the study area that includes scenery, recreation, open space and other resources; and participation in a brainstorming meeting to develop list of drainage alternatives to address the identified drainage problems to be considered in the ADMP Phase. The ADMP Phase will include review of the drainage alternatives formulated in Phase I, and develop cost effective solutions to alleviate or manage identified flooding problems. This effort will also include stakeholder coordination, public outreach, detailed alternative analysis including creating hydrology models for the final recommended alternative, and development of 15% design drawings for the final recommended alternative. This Agenda item is located in Supervisory Districts 1 and 5. (C-69-10-066-5-00)
