The contract includes both base and optional tasks. The base contract amount is a lump sum fee of $1,159,702.75. The optional tasks, including floodplain delineations and other tasks, is a lump sum total of $428,547.75. The total contract amount shall not exceed $1,588,250.50. This was a qualification-based selection in accordance with Maricopa County Procurement Code, Article 5, Paragraph 504. The purpose of the Gillespie ADMS is two-fold: 1) Identify and quantify flooding problems and flood hazards and 2) Generate development guidelines or considerations to ensure public safety for residents and property owners in the study area. The 148-square mile study area is bounded by the Gila River to the west, the Buckeye Hills to the north, the Maricopa Mountains to the east and approximately Pierpoint Road to the south. The study area includes properties within the jurisdiction of the Town of Buckeye, Town of Gila Bend, unincorporated Maricopa County and the Woolsey Flood Protection District. Arizona Revised Statutes Title 48, Chapter 21, requires the Board of Directors of the Flood Control District of Maricopa County (DISTRICT) to identify flood control problems and prepare plans which, when implemented, will eliminate or minimize flooding problems. The Gillespie ADMS will characterize drainage, flooding sources and flooding hazards in the Gillespie study area. The base scope of work includes, but is not limited to, hydrologic and hydraulic analysis, geologic/geomorphic evaluation, identification and quantification of drainage problems and flood hazards, Federal Emergency Management Agency (FEMA) floodplain delineation for Rainbow Wash, sedimentation and channel lateral migration evaluation, public outreach, stakeholder coordination, and establishment of development considerations to address the identified flooding problems. The optional tasks include minor surveying, floodplain delineations along the Gila Bend Canal and in potential alluvial fan areas, and lateral migration analysis.
