F-8. RESOLUTION FOR USE OF FLOOD CONTROL DISTRICT LAND FOR ALTERNATIVE ENERGY SYSTEMS Adopt Resolution FCD 2010R005 for the Use of Flood Control District (District) Land for Alternative Energy Systems. Resolution 2010R005 authorizes and directs the Chief Engineer and General Manager of the District to issue requests for proposals for secondary use of District property for alternative energy systems; to have discretion in determining properties for which proposals are sought; to review and evaluate proposals on the basis of technical merit, qualifications, and consistency with District operational needs, as well as revenue generation and/or expenditure reduction potential; to order third-party appraisals for the purpose of establishing market value; to limit eligibility to proposals satisfying statutory and District market value requirements for land disposition; to select alternative energy system land use proposals for negotiation and award; to conduct permit reviews in accordance with District procedures; to execute resultant property land usage agreements, subject to the ratification and approval of this Board; to advertise, select, negotiate and award contracts for engineering or other professional services supporting alternative energy system property uses, subject to the ratification and approval of this Board; and to expend funds from the District’s Operating Budget incidental to support of alternative energy system property uses.
