F-3. IGA WITH THE DESERT RESEARCH INSTITUTE FOR DATA COLLECTION ON WATERSHEDS Approve Intergovernmental Agreement (IGA) FCD 2010A015, between the Flood Control District of Maricopa County (District) and the Desert Research Institute (DRI). The total cost of the IGA for fiscal year 2011 is $80,000. The District costs under this Agreement will be $80,000, with the DRI contributing $0. The IGA duration is five years. Payments are to be made monthly. The IGA shall become effective once executed by all parties and shall terminate on October 31, 2016. The DRI is a recognized authority for water resource data collection and analysis in the arid southwest. The information generated by the DRI's ongoing work in conjunction with the U.S. Army Corps of Engineers is vital to the safety of Maricopa County residents, and to the continuing hydrologic studies performed by the District and the maintenance of its flood control structures. The total cost of the IGA for fiscal year 2011 is $80,000. The District costs under this Agreement will be $80,000, with the DRI contributing $0. The IGA duration is five (5) years. Payments are to be made monthly. This Agenda Item impacts all Supervisory Districts. (C-69-11-026-3-00)

F-6. AMENDMENT TO IGA WITH DESERT RESEARCH INSTITUTE FOR RAINFALL INFILTRATION LOSSES Approve Amendment No.1 (Intergovernmental Agreement [IGA] FCD 2010A015A) to IGA FCD 2010A015 for the Desert Soil Hydraulic Characterization Project For Rainfall Infiltration Losses between the Desert Research Institute (DRI) and the Flood Control District of Maricopa County (District), changing the 2011 Work Plan project completion date from October 31, 2011 to December 31, 2011. This Amendment extends the completion time for the initial work plan and grants the Chief Engineer and General Manager of the District the authority to increase District funding for the Agreement to a maximum of $320,000 ($80,000/year for the final four years). This Amendment No.1 shall become effective when executed by all parties. This Agreement is a continuing professional relationship and cooperative activity between the District and DRI. The DRI will be responsible for completion of all work items under this IGA. The purpose is 1) to evaluate runoff potential and physically measure infiltration rates on a test watersheds in Maricopa County, 2) to develop Green and Ampt parameters using the measured data and compare the results with the District’s current method and a new method for estimating Green and Ampt parameters developed by the USDA Agricultural Research Service, and 3) to apply the developed parameters to test watersheds with the goal of updating the current District procedures for estimating rainfall infiltration. The results are expected to be published and may be used in refining the District’s current hydrologic methodology, if appropriate. Of the District’s $80,000 cost share under this IGA, $36,409 was paid in Fiscal Year 2011; the estimated Fiscal Year 2012 cost to the District for the originally-authorized amount is the remaining $43,591. The District anticipates authorizing an additional contribution of $36,409 to be funded in Fiscal Year 2012 for Work Plan 2, for infiltration testing on a City of Scottsdale watershed to support ADMS/ADMPs in progress and forthcoming, and for updating the District’s Hydrology Manual. Payments are to be made monthly. This agenda item impacts all Supervisorial Districts. (C-69-11-026-3-01)

F-1. AMENDMENT TO IGA WITH DESERT RESEARCH INSTITUE FOR RAINFALL INFILTRATION LOSSES Approve Amendment No.2 (Intergovernmental Agreement [IGA] FCD 2010A015B) to IGA FCD 2010A015 for the Desert Soil Hydraulic Characterization Project For Rainfall Infiltration Losses between the Desert Research Institute (DRI) and the Flood Control District of Maricopa County (District), revising the terms of the Agreement to remove annual expenditure limits, and increase the total expenditure limit from $320,000 to $363,000. This Amendment No. 2 shall become effective when executed by all parties. This Agreement is a continuing professional relationship and cooperative activity between the District and DRI. The DRI will be responsible for completion of all work items under this IGA. The purpose is 1) to evaluate runoff potential and physically measure infiltration rates on test watersheds in Maricopa County, 2) to develop Green and Ampt parameters using the measured data and compare the results with the District’s current method and a new method for estimating Green and Ampt parameters developed by the USDA Agricultural Research Service, and 3) to apply the developed parameters to test watersheds with the goal of updating the current District procedures for estimating rainfall infiltration. The results are expected to be published and may be used in refining the District’s current hydrologic methodology, if appropriate. To date, three watersheds have been studied: Rainbow Wash, Seven Springs Wash, and Rawhide Wash (still in progress). As an added benefit, the results of these studies have been used to support hydrologic model calibration in the Gillespie ADMS, the Hohokam ADMP, and the Guadalupe FRS Emergency Action Plan update. The Rawhide Wash study will be used to support hydrologic model calibration in the Pinnacle Peak West ADMS and the Lower Indian Bend Wash ADMS. The final watershed to be studied under this IGA is Daggs Wash in western Maricopa County. The results will be used to support the hydrologic model for floodplain delineation studies planned for Daggs Wash and others in the vicinity. An additional $43,000 is needed to accomplish the Daggs Wash study. Of the District’s current $320,000 cost share under this IGA, $140,446 was paid in Fiscal Years 2011 through 2013. The District the cost share in Fiscal Year 2014 is estimated to be $113,000; and in Fiscal Year 2015 to be $109,540. To accomplish the Daggs Wash study, the IGA not to exceed amount is requested to be increased by $43,000 to a total of $363,000. Payments are to be made monthly. This agenda item impacts all Supervisorial Districts. (C-69-11-026-3-02)
