AMENDMENT TO CONTRACT WITH COFFMAN SPECIALTIES, INC FOR BUCKEYE FRS NO. 1 PHASE 2 B REHABILITATION PROJECT Amend the authorization under agenda Item number (C-69-12-052-5-00), which authorized the award of a Construction Manager at Risk contract with Coffman Specialties, Inc. (CSI). This amendment will increase the current Final Draft Guaranteed Maximum price (GMP) to $21,409,739. The previous amount was $21,000,000. Authorize the Chairman to execute all contracts to CSI necessary to perform and complete all pre-construction and construction activities, inclusive of the Phase 2B Construction Contract GMP without further action by the Board of Directors provided that the aggregate of all such contracts does not exceed the sum of $50,412,275. The previously approved total aggregate amount for all pre-construction and construction activities was $44,995,068. On October 19, 2019, the District BOD authorized an increase to the Project Pre-Construction Services Contract FCD2012C006 (C-69-12-052-5-02) for Phase 2A and Phase 2B for a combined total not to exceed $44,995,068. To date, CSI has provided pre-construction services in the amount of $594,427 through final design of Phase 2B. The construction cost of Phase 2A was $23,408,109 and the estimated Phase 2B construction cost has increased to $21,409,739 bringing the combined total to $45,412,275. The increase in Phase 2B construction costs from $21,000,000 can be attributed to project-specific issues during design, regulatory agency requirements, constructability input from the contractor, and significant market factors such as increasing labor rates, equipment rates, and material prices. This Agenda Item impacts Supervisorial District 4. (C-69-12-052-5-03)

CHANGE ORDER NO. 6 WITH COFFMAN SPECIALTIES FOR BUCKEYE FRS NO.1 REHABILITATION - PHASE 2B Approve Change Order No. 6 (CO 6) to reimburse Coffman Specialties (CSI) for additional costs related to dam foundation surface preparation, severe storm damage, soil cement removal, soil cement plant additional duration, and over-time for work durations required by ADWR that was not included in the original Guaranteed Maximum Price (GMP).
