F-10. SOLE SOURCE CONTRACT WITH WOOD, PATEL & ASSOCIATES FOR ON-CALL POST DESIGN SERVICES FOR LOOP 303 OUTFALL DRAINAGE SYSTEM In accordance with MCI-348 of the Maricopa County Procurement Code authorize and approve the award of a Sole Source Contract, FCD 2012C026 On-Call Post Design Services to Wood, Patel & Associates, Inc., to provide post-design consulting services for the construction of the Loop 303 Drainage Improvements Project. The Contract will be effective for 1,095 calendar days from the date of execution or the expenditure of $150,000.00, whichever comes first. The SR 303L/White Tanks Area Drainage Master Plan Update, completed in 2005, developed solutions to mitigate flooding hazards in the White Tanks drainage area. The final design of the Loop 303 Outfall Drainage System project was completed under contract number FCD2010C002 with Wood, Patel & Associates, Inc. The proposed contract 2012C026 will provide engineering support services during the construction of the Loop 303 Outfall Drainage System project. This procurement has been conducted in accordance with the Maricopa County Procurement Code, section MCI-505, Sole Source Procurement (Article 5). As the engineer of record for the Loop 303 Drainage Improvements Project, Wood, Patel & Associates, Inc. is the only firm with sufficient project expertise to provide post-design engineering support. This award has been advertised in the County’s newspaper of record by the Office of Procurement Services and no vendor has come forward that can meet the requirements of this need. POST DESIGN SERVICES LOOP 303 OUTFALL DRAINAGE SYSTEM CHANGE ORDER NO. 1 Approve Change Order (CO) No. 1 to the Flood Control District of Maricopa County (District) Contract FCD 2012C026 – On-Call Post Design Services for the Loop 303 Outfall Drainage System project with Wood, Patel and Associates (Consultant) in the amount of $180,000.00, for a total revised contract value of $330,000.00. On January 9, 2013, the Board authorized award of Contract Number FCD 2012C026 (C-69-13-029-5-00) under a sole source procurement. As the engineer of record for the Loop 303 Drainage Improvements Project, Wood, Patel & Associates, Inc. is the only firm with sufficient project expertise to provide post-design engineering support. This action will increase the Contract Value from $150,000.00 to $330,000.00. These Post Design Services support the construction activities of the Loop 303 Outfall Drainage System project. This five mile long regional drainage channel project is located in the City of Goodyear and in unincorporated county, west of Cotton Lane from Van Buren Street to the Gila River. The related construction contract, which began on September 15, 2013, had an initial value of $19.6 million and duration of 24 months. This Agenda Item impacts Supervisorial District 4.
