F-7. CONTRACT FCD 2012C021 WITH J2 ENGINEERING AND ENVIRONMENTAL DESIGN, LLC FOR TEMPE AREA DRAINAGE MASTER STUDY/PLAN Award Contract FCD 2012C021, Tempe Area Drainage Master Study/Plan, to J2 Engineering and Environmental Design (J2) for professional engineering services. The contract will be effective for 700 calendar days from the date of execution or the expenditure of $950,000.00, whichever comes first. The Flood Control District of Maricopa Country (DISTRICT) and J2 will mutually agree to a detailed scope of work for each work assignment. This is a qualifications-based selection in accordance with the Maricopa County Procurement Code, Article 5, Paragraph 504 and Article 5 Procurement Procedures Manual, Chapter II – Section 2. The Tempe Area Drainage Master Study and Plan (Tempe ADMS) will identify and quantify the flood hazards in a 37-square mile portion of central Maricopa County mostly comprised of the City of Tempe. This area has not previously been studied by the DISTRICT, although some flood delineation studies have been completed in the vicinity. The area previously lacked detailed topographic information, did not have a current and updated hydrology model, and has generated several complaints and incidents related to flooding. In addition, significant re-development and major new infrastructure has been constructed in the City of Tempe and a comprehensive regional hydrology model is needed to support those efforts. The DISTRICT has updated topographic mapping and new modeling tools that can substantially improve the identification of flood hazards. The DISTRICT’s Flood Control Advisory Board, with DISTRICT staff concurrence, recommended the Tempe ADMS/P as part of the overall planning program. The Tempe ADMS/P will identify flood hazard areas that could be mitigated through future Projects to help minimize the flood risk to the public .
