F-1. IGA WITH MARICOPA COUNTY DEPARTMENT OF TRANSPORTATION FOR THE AUTOMATED FLOODED ROADWAY WARNING ASSEMBLY PROGRAM Approve Intergovernmental Agreement (IGA) FCD 2010A017 to identify and define the responsibilities for an Automated Flooded Roadway Warning Assembly Program (Program) between the Flood Control District of Maricopa County (District) and Maricopa County (County). The Program is funded by the District through secondary property tax monies and the County through Highway User Revenue Fund (HURF) monies. The estimated cost of this program to the District in FY 2013/2014 is $40,000.00 for the procurement, design and installation of the flood warning components and associated electronics for two demonstration projects. Implementation of flood warning assemblies at other locations in the future would require budgeting of additional funds toward the Program. Under a demonstration program, the District and the County will install two flood warning assemblies and conduct up to two years of equipment testing. The County will monitor for effectiveness each pilot location using installed video surveillance systems. The decision to expand the Program will be based on the success of the demonstration sites. This Agenda Item impacts all Supervisorial Districts. (C-69-13-056-3-00)

F-2. IGA WITH MARICOPA COUNTY FOR AUTOMATED FLOODED ROADWAY WARNING ASSEMBLY PROGRAM Approve Intergovernmental Agreement (IGA) FCD 2015A014 between the Flood Control District of Maricopa County (District) and Maricopa County (County) to implement the Automated Flooded Roadway Warning Assembly Program (Program). The estimated cost of this program in FY 2016/2017 will not exceed $400,000 and can vary between fiscal years pending Program implementation. The Program costs, which will be split evenly between the County and the District, include warning assembly units and any components or parts needed for installation, installation of the warning assemblies, operations and maintenance, and rights-of-way at mutually agreed upon locations. The County will serve as the lead agency for the Program, while coordinating as needed with the District during the Program activities. The District and County previously entered into an IGA FCD2010A017 (C-69-13-056-3-00) effective June 12, 2013, which is superseded by this new Agreement. Both agencies agree it’s mutually beneficial to continue the Program, and that costs and responsibilities for the Program should be shared as identified in this Agreement. This Agenda Item impacts all Supervisor Districts. (C-69-16-034-3-00)
