F-2. IGA WITH THE CITY OF AVONDALE FOR THE VAN BUREN STREET CHANNEL PROJECT Approve Intergovernmental Agreement (IGA) FCD 2012A017 for the Van Buren Street Channel Project (Project [#565]) between the City of Avondale and the Flood Control District of Maricopa County (District). This IGA establishes a cost share for the Project and establishes responsibilities with respect to project design, right-of-way acquisition, construction, construction management and operations and maintenance. The estimated total Project cost is $13,788,000; the cost share for Phase I will be 40% District ($4,317,000) and 60% City of Avondale ($6,145,000); the cost share for Phase II will be 0% District ($0) and 100% City of Avondale ($3,326,000). The IGA shall become effective when executed by all parties and will be recorded by the Maricopa County Recorder and shall expire 15 years from the date of execution or upon Project completion, whichever comes first. In July, 2009, the City of Avondale submitted the Project to the District’s Fiscal Year 2009/2010 Capital Improvement Program Prioritization Procedure. District staff recommended the Project, and the Flood Control Advisory Board agreed with staff recommendations. The District and City are currently completing the Van Buren Street Channel (99th Avenue to Agua Fria River) Design Concept Report. Conceptual plans for the Project include a channel and culverts on the north side of Van Buren Street, subject to revision during the engineering process. Project implementation is anticipated to occur over a 15 year period. Under the terms of this proposed Agreement, the City of Avondale will act as the lead agency for all Project responsibilities, and the City of Avondale will own, operate and maintain the Project upon completion. This Agenda Item impacts Supervisorial District 5. (C-69-13-059-3-00)
