F-3. CONTRACT WITH T.Y. LIN INTERNATIONAL FOR ON-CALL SERVICES FOR AHWATUKEE FOOTHILLS AREA DRAINAGE MASTER STUDY/PLAN Award Contract FCD 2013C009 On-Call Services for Ahwatukee Foothills Area Drainage Master Study/Plan, to T.Y. LIN INTERNATIONAL for professional engineering services. The contract will be effective for 730 calendar days from the date of execution or the expenditure of $700,000.00, whichever comes first. The Flood Control District of Maricopa Country (DISTRICT) and T.Y. LIN INTERNATIONAL will mutually agree to a detailed scope of work for each work assignment. This is a qualifications-based selection in accordance with the Maricopa County Procurement Code, Article 5, Paragraph 504 and Article 5 Procurement Procedures Manual, Chapter II – Section 2. The Ahwatukee Foothills Area Drainage Master Study/Plan (ADMS/P) will identify and quantify the flood hazards in a 31-square mile portion of central Maricopa County mostly within the city of Phoenix. The DISTRICT has not previously studied this area. As such, the area previously lacked detailed topographic information, does not have a regional hydrology model, and there has been some complaints and incidents related to flooding. In addition, there have been significant development and there is proposed new infrastructure in the ADMS/P study area. Hence, the DISTRICT has recently obtained topographic mapping, and intends to use new modeling tools that can substantially improve the identification of flood hazards in the ADMS/P study area. Thus, the ADMS/P will identify flood hazard areas that may be mitigated through future projects to help minimize the flood risk to the public using the developed ADMS/P comprehensive regional hydrology and hydraulic modeling.
