F-2. IGA WITH THE CITY OF BUCKEYE FOR THE THOMAS ROAD CROSSING OF THE WHITE TANKS FRS NO. 3 OUTFALL CHANNEL PROJECT Approve Intergovernmental Agreement (IGA) FCD 2013A001 for the Thomas Road Crossing of the White Tanks FRS No. 3 Outfall Channel (Project [#470]) between the Flood Control District of Maricopa County (District) and the City of Buckeye (Buckeye). This IGA provides for the ownership, operation, and maintenance of the culvert at the Thomas Road crossing of the White Tanks FRS No. 3 Outfall Channel. The IGA shall become effective when executed by both parties and shall expire in 10 years unless terminated or extended by mutual agreement; except, the operations and maintenance provisions of the agreement will survive the expiration of the agreement. The District constructed the White Tanks FRS No.3 Outfall Channel Project in 2011-2013, including the culvert for the Thomas Road crossing within existing Buckeye right-of-way. The District will transfer ownership and structural maintenance responsibilities to Buckeye and retain responsibility for maintaining the conveyance and surficial appearance of the culvert.
